Anti-vaxxers Have Been Around A Long Time...

Many years ago when I worked with the Canadian Cadet Organization, I was in charge of regional and national selections of cadets to attend summer training and international exchanges. One of the prerequisites to attend activities (both locally and in the summer time) was that all of the teens (aged 13-18) be fully immunized and to attach the proof of vaccinations to their application for selection.
Over a period of time, this requirement fell by the wayside when the cadet organization gained a large influx of children to the program, and the rationale was that the paperwork was too much to deal with (imagine chasing down a form with over two thousand applicants! With that large influx of children, came varying beliefs and many parents that did not believe in the vaccination process. Even back then (25+ years ago) there were conflicted opinions over the pros and cons of vaccinations. It also means due to people not being vaccinated, it's more work and headache for organizations in ways you might not imagine!
